For the second time in almost as many months, rail traffic between Uzbekistan and Tajikistan has ground to a halt.  Much of the cargo now idleing is destined for NATO forces and reconstruction efforts in Afghanistan.   In addition to the headache this is giving logistics officers and government agencies in Kabul, the numerous contractors and business operators forwarding or procuring supplies are now losing time and money.  For background on this latest debacle on the border, please see here.

Now more than ever Caspian states need to continue to work to improve transparent and efficient border control systems and processes.  If not for border security issues then for the growing trade and expanding business opportunities in the one country flush with regional purchasing power:  Afghanistan.
